Biden Push to Replace America’s Lead Pipes Faces Challenges

CHICAGO — Marcelina Pedraza worries almost every time she turns on the faucet because of the aging lead pipes that bring water into her home. But she says she can’t afford to pay $ 15,000 or more, the city’s estimated price to replace it.

“I would have to take out a loan or take some money from my retirement plan. I don’t think I should, ”said Ms. Pedraza, 46 years old, an electrician, noting that the pipes were installed long before they moved in.
