City of Sheboygan Dismissing Lead Pipe Replacement Contractor for Poor Results

A contractor hired to replace lead-containing water service lines will be penalized for substandard results. The issue with necessary sanitation and water came to light at the Dec. 16 meeting of the Sheboygan Board of Waterworks Commissioners.

Superintendent Joe Trueblood told commissioners that the company failed to provide documentation necessary to demonstrate compliance with minimum wage requirements for contractors and subcontractors working on federally funded construction projects, which requires ongoing monitoring, including verification by external consultants and additional working hours for supply staff. Trueblood also reported issues with unresponsive proposals to extend the completion timeline, failure to account for road repair costs, difficulty scheduling meter replacements and water renovations, and clogged meters caused by the company's failure to flush newly installed water lines.

The Board of Commissioners voted to remove Essential Sewer and Water from the list of contractors approved for lead service line replacement for a period of two years beginning Dec. 18. They can then request a re-examination.
