Clark County must equip all new buildings to use solar energy and have low flow toilets, water heaters and electric vehicle charging stations. Yes, this will significantly increase the cost of the house. But the energy and water savings will most likely be greater than the increase in mortgage payments over a 30-year period. I believe these changes would be attractive additions to the homebuyer and would save water and reduce power plant electricity consumption, thereby reducing greenhouse gas effects.
