Pinellas County Utilities announced today that eligible sewer customers who own single-family homes and follow program guidelines can apply for discounts for the inspection and total replacement or rehabilitation of their private sewer (PSL). Eligible sewer customers can receive 100% up to $350 of inspection costs and 50% up to $3,500 of replacement or rehabilitation costs.

The PSL rebate program was created to encourage property owners to repair the pipes that carry wastewater from their properties to the public wastewater collection system. The goal is to prevent sewer overflow caused by heavy rainfall entering broken or cracked private and public sewer pipes and systems.

Eligibility

One-time discounts apply to Pinellas County Utilities customers who meet the following criteria.

  1. The customer owns a single-family home in the Pinellas County Utilities service area.
  2. The home's PSL connects directly to the Pinellas County sewer system.
  3. Customer does not owe Pinellas County any money due to liens or unpaid fees. Liens and fees can be viewed at Pinellas County Public Records (mypinellasclerk.org).
  4. Customer shall engage a Pinellas County Construction Licensing Board certified or registered plumber to perform the inspection and, if necessary, complete replacement or rehabilitation of a defective PSL.
  5. The certified or registered plumber will complete the PSL inspection on or after October 1, 2022.
  6. Customer completes an online application through the Pinellas County Access Portal. First-time Access Portal users must create an account.
  7. Customer submits a complete rebate application within 90 days of completion of work.

Discounts are granted on a first come, first served basis while funds are available.

The rebate program is one component of a larger wastewater collection system program developed by Pinellas County Utilities and approved by the Board of County Commissioners.
