Plumbing and Drainage Yass Valley Council

All plumbing and drainage work in the Yass Valley Council Local Government Area (LGA) must be performed by a person holding a license, qualified supervisor certificate, or craftsman certificate.

Before any new plumbing and drainage work is undertaken, the appropriate permit must be obtained and notification of the work must be submitted to Yass Valley Council two working days prior to commencement of the work.

All plumbing and drainage works that require an efficient solution are subject to regulation Fair Trade in NSW.

Do I need a permit?

All new plumbing and drainage work will require approval from Yass Valley Council. This approval is either through a development application process or through completion Form 5 – Sanitary drainage and on-site sewage disposal.

The above application must be submitted with the following documents:

  • Site map showing the location of all buildings on site
  • Floor plan with all rooms as well as the location and arrangement of the planned wet areas (bathroom, laundry room, kitchen)
  • Sewer Service Diagram

When the property in question cannot be connected to a networked sewage system (the sewer) and the proposal requires the installation of an on-site sewage management system (OSSM). You must also provide the following information:

  • A site and soil assessment report for wastewater disposal prepared by a suitably qualified and experienced wastewater consultant.
  • A true-to-scale site plan detailing the location of the proposed OSSM system and its wastewater application area. All buffer distances to all waterways and dams, buildings, driveways, swimming pools, water reservoirs and property lines must be reported.
  • Manufacturer’s details of the proposed OSSM scheme and NSW Health Accreditation Certificate.

Required documents and forms

Plumbers and drainage installers are required to submit the following documents at certain stages of work:

  • work notifications (NoW) – intended to notify Yass Valley Council of the plumber’s and drainage contractor’s intention to carry out plumbing or drainage work and must be submitted to Yass Valley Council no later than two business days before the work begins. The WoW must be completed by the plumber or drainer responsible for the proposed work and all information on the form must be properly completed.
  • Certificate of Conformity (CoC) – is a legal requirement certifying that the plumbing and drainage work to which it relates is in compliance with regulations and issued no later than within 7 working days to Yass Valley Council and the person for whom the work was carried out need to be after the work is completed. The CoC must be completed by the plumber or drainer responsible for the work being performed and all details on the form must be properly completed.
  • Sewer Service Diagram (SSD) – is a map showing the location of private sewer pipes on a property. An SSD must be issued to Yass Valley Council and the owner of the property or owner’s representative no later than 7 working days after the completion of the work. An SSD must be prepared accordingly NSW Fair Trading Sewer Service Diagram (SSD) requirements..

As the local regulator of plumbing and sewerage, Yass Valley Council is required to carry out inspections at the following stages:

All external sanitary drainage

Before backfilling.

Sewage disposal area prior to backfill or cover.

Before backfilling or covering.

Inspection before using the system.

At the time of commissioning the system.

After completion of all plumbing and drainage work.

Sewer plans are often requested when you are buying or selling a property or want to undertake a development.
There are two types you can request:

  • A Main diagram of sewers This shows the location of the municipal sewer network and where a property is or can be connected.
  • A Sewer Service Diagram This will indicate the location of private drainage and/or sewerage on the property, usually where a plumber has provided this information to the council.
