Skagit County Public Health Offers Financial Assistance for Septic System Inspection and Maintenance

Skagit County Public Health offers eligible residents a discount of up to $200 for septic system inspections, pumps or riser installation (one per household). A U.S. Environmental Protection Agency (EPA) grant will allow the public health agency to implement a rebate program for residents who pay a certified septic system provider to inspect, pump or install risers to raise tank caps to the surface.

All Skagit County residents whose homes or businesses have a septic system must be inspected annually in accordance with Skagit County Code (SCC) 12.05.160 and Washington Administrative Code (WAC), unless the system is a conventional gravity-fed system (three-year inspection obligation). 246-272A-270.

Properly functioning wastewater treatment plants protect public health and water quality by ensuring that household wastewater is appropriately treated before being returned to the environment. Since 2011, Skagit County Public Health has regularly offered homeowners discounts for inspections, pumping and riser installation, reducing the financial burden of paying a professional to perform routine inspections. To be eligible for septic tank reimbursements, you must meet the following requirements:

  • Own a residence in Skagit County.
  • Take the free Septics 101 course and online quiz.
  • Have an inspection, pump and/or riser installation performed by a certified Skagit County operations and maintenance provider on or after January 1, 2023. Please note that this is an extension of the eligible time frame.
  • Pay for the services. Keep your receipt or paid invoice.
  • Complete an application form (fillable PDF or online) and submit it along with supporting documentation to Skagit County Public Health.

Refund requests will be accepted until December 15, 2023 or until funding is exhausted.

Skagit County Public Health also provides assistance in inspecting the septic system to qualified low-income residents who require a septic system inspection and demonstrate financial need (e.g., live on a fixed income and qualify for a property tax exemption). sewage system.
